Aims:
After a series of accidents at sea, the most recent being the sinking of the Prestige off the coast of Spain, the Energy and Transport DG wanted to inform citizens of the maritime security measures taken by the European Union, especially the introduction of criminal responsibility for the parties involved in any maritime disaster. The media coverage was designed to coincide with the Council of European Transport Ministers on 27 and 28th March 2003.

Solutions:

Mostra produced a VNR («Maritime Security: Europe demands safer seas»), in which the various stakeholders take stock of existing measures and discuss the new proposals. The story was covered extensively by television journalists specialising in maritime affairs, and by television channels in countries which may be affected by maritime disasters, with the VNR used many times to illustrate the subject.

We also produced a version on CD Rom, which was sent to all the institutions that have an interest in this issue. Finally, we set up a mini-website, which offers journalists on-line access to a comprehensive press pack on this question, as well as to the VNR (streaming video) and a page with useful contacts.
