Reform of the Common Fisheries Policy (CFP)

Aims:

To explain the motives and objectives of the Common Fisheries Policy reform to the sector. This policy is vital to allow, among other things, the replenishment of dwindling stocks of endangered fish species in European waters.

Solutions:

Mostra opted for a multimedia approach to deal with this complex and highly controversial issue.

Before to the launch of the reform package, on behalf of the Fisheries DG we organised a major conference to canvass views from the fisheries sector, and hear expert presentations. Over 400 representatives took part in this three-day event.

This was followed by the production of a brochure in 11 languages, in which the Commission's fisheries proposals were explained. A logo was created for the CFP reform, and computer graphics were used to give visual briefings to the press and professionals from the sector, to illustrate the various aspects of the reform (e.g. the economic conversion of coastal communities). We increased the number of articles explaining this reform in «Fishing in Europe», the magazine produced by Mostra on behalf of the Fisheries DG. We also produced fact sheets and created web pages on the subject on the Fisheries DG website.

Within the framework of this project, Mostra designed and produced two VNRs (ten-minute video features which are made available, free of copyright, to television journalists). The first, Fisheries, the time to take responsibility was broadcasted in 2002, before the adoption of the CFP reform. The second, Setting a New Course for the Common Fisheries Policy, was released after the introduction of the reform package. These two VNRs show the problems encountered by many fishermen and introduce the Commission's proposals to provide solutions. The features were broadcast dozens of times on various television channels, and they were also shown during meetings with professionals from the sector.
